This is probably an effect you have seen before. It simply places a smooth circle on the image. This version also increases the intensity of the pixels in the middle to look like a real spotlight and to make the spotlight act more realistically.
X position - Specifies the horizontal offset
of the spotlight as a percentage of the image width.
Y position - Specifies the vertical offset of the spotlight as a percentage of the image height.
Size - Determines the size of the spotlight.
Focus - Sets the focus of the spotlight. The higher the focus, the more bundled the spotlight will appear.
